To whom can I gift the rewards that I receive on PhonePe? 

You can gift your rewards to anyone who is a PhonePe user. If you want to gift your reward to someone who is not a PhonePe user, you must first refer them to install and use PhonePe. Once they register on PhonePe, you can gift the reward to them.
